Statewide Technology Resource Guide for Individuals with Disabilities

Through funding from the CARES Act, a new Resource Guide was created to assist both organizations serving people with disabilities and people with disabilities to access internet/data, equipment, and training/tech support. Click here to view.

Below is just a brief overview of some of the excellent resources in this nine page document that provides direct access technology support during these challenging times. 

Accessing Internet/Data

  • Public Libraries: Most public libraries offer wireless and internet access within the buildings and in public spaces around the building. Short term rental of tablets, laptops and various assistive technology are also available. Contract details are included in the link: click here.
  • Internet Essentials: Program through Comcast that provides low-cost internet to households living in HUD-assisted housing. Families whose children participate in the National School Lunch program as well as qualifying for other public assistance are eligible. Qualifying families are also eligible to receive an internet ready computer for less than $150.
  • Xfinity WiFi Hotspots: Until further notice, all Xfinity WIFI Public Hotspots are open to everyone on the "xfinitywifi" SSID. Public hotspots can be found in small/medium businesses and outdoors in commercial areas. Non-Xfinity subscribers need to accept Terms and Conditions to access the network and repeat when requested to continue to receive free unlimited access.
  • Access from AT&T: Low-cost program for home internet access in the 21 states where home internet is offered. Service provided to low income households who participate in the Supplemental Nutrition Assistance Program (SNAP).
  • EveryoneOn: Works with national service providers to deliver affordable internet to low income households per month. Eligibility based on income and household participation in National School Lunch Program/Head Start, SNAP. Internet through Access from AT&T.

Accessing Equipment

  • Computer Technology Assistance Corps: Refurbished computers for low income households, nonprofits, libraries, schools & faith-based organizations. Qualifying households must receive state or federal assistance or be a senior or an individual with a disability.
  • Computers for the Blind: Organization offering low-cost refurbished computers with assistive technology for persons who are blind or have low vision. No income or age requirements. Free shipping in USA.
  • Division of Rehabilitation Services: The Maryland Division of Rehabilitation Services (DORS) offers programs and services to individuals with disabilities. They also provide assistive technology for those who are blind, low vision or deaf blind.
  • TechSoup Technology Discounts: Provides discounted technology and software to nonprofits or educational institutions looking for support or tech resources for clients/students.
  • Maryland Technology Assistance Program (MD TAP): Program of the Maryland Department of Disabilities assisting disabled residents obtain assistive devices.

Accessing Training/Tech Support

  • Senior Planet: Large online library of instructive videos aimed at older adults to improve basic computer skills. Also offers single sessions and multi week technology courses, most of them free, on everything from social media and digital photography to online job searches and website design.
  • GCFLeanFree: Online platform with free instruction on creating an email, navigating Microsoft Office, building a website and more. More than 2,000 lessons and more than 1,000 videos, completely free! Courses in Spanish and Portuguese as well as English.
  • Tech Boomer: Online platform for seniors new to computers and the internet. Topics include safe online shopping, using common applications like email, as well as navigating popular social media apps. Pages are easy to follow with screen shots and clear definitions. Offers 100+ free courses.
